Its the same all over the world. The executive who does the work gets paid much less than the ceremonial head of state. Except in the US and places like it that don't have a ceremonial head of state. See for example the UK (monarchy), many European countries with monarchies, Germany, etc.

I think 4.2 million salary is not so much if compared to a CEO of a global company.
